Melkumyan and Director of the Center for Cooperation with the Russian
Peacekeeping Contingent in Nagorno-Karabakh Sergey Martirosyan negotiate on
behalf of Artsakh.
MP Ramin Mammadov represents the Azerbaijani side. Mammadov
was appointed a liaison officer to work with the Armenian population of
Artsakh. He was born in Martakert.
