Nearing peace, but not getting there—Why?
Turkey and Azerbaijan are making complementary statements, suggesting that a so-called peace treaty between Armenia and Azerbaijan is close at hand. Both Armenian and Azerbaijani authorities have repeatedly claimed that they are nearing the signing of this treaty. However, despite dozens of similar statements, the process has not shown any real progress. Experts have an explanation for this. Phrases like “about to sign the so-called peace treaty” and “on the threshold of a historic moment” have been echoed for over a year from Armenia, Turkey, and Azerbaijan. So, why is Turkey bringing up the topic of peace again now?
