There are bread coupons in Artsakh, but no bread

There has been no bread in Artsakh for two days. And if
somehow there is bread, bread coupons have run out. Today, the Ministry of
Social Development and Migration of the Republic of Artsakh restarted providing
people with coupons. However, flour has run out in bakeries.
