5 state ministers in 3 years; Changes going on in Artsakh

After the end of the war, the post of the country’s
president was not the only one to be subject to changes. In the past three
years, the entire political system has undergone major changes — often
upheavals. In fact, during this period, five people have held the state
minister’s post; and every new appointment to the post seemed to mark a change
in the country’s political line.
