The only candidate standing for the post of the Artsakh
president was Artsakh State Minister Samvel Shahramanyan. His appointment to
that post was the last decision that Arayik Harutyunyan made before his
resignation.
Before taking up the state minister’s post, Samvel
Shahramanyan was the secretary of the Security Council of Artsakh.
Shahramanyan is not a newcomer to the state administration
system. In 1999-2008, he served in the NKR National Security Service,
affiliated with the Government. Later, he worked in the State Revenue Committee
of Artsakh. Shahramanyan was the chief compulsory enforcement officer, and
worked in the police forces.
In 2018-2020, he was the director of the NSS of Artsakh. On
May 29, 2020, Shahramanyan was appointed minister of Military Patriotism,
Youth, Sports and Tourism of the Republic of Artsakh. He holds the rank of
major general.
He bears the sambo ‘Master of Sport’ title.
Shahramanyan is 45 years old. He is married, has three
children.
