Russia’s Ministry of Foreign Affairs is exploring the possibility of opening consulates in Armenia’s Kapan, Kazakhstan’s Aktau, and Uzbekistan’s Samarkand, RIA Novosti reports, citing Alexey Klimov, Director of the ministry’s consular department.
