Territorial claims in Armenia’s Constitution must be removed to sign peace deal, says Azerbaijan’s foreign ministry

Following Azerbaijan’s “restoration of state sovereignty” in 2023, efforts to normalize relations between Armenia and Azerbaijan have intensified, according to a statement by Azerbaijan’s Foreign Ministry marking State Sovereignty Day.

“On Aug. 8, 2025, a historic meeting took place in Washington between the leaders of Azerbaijan, the United States, and Armenia.

After the meeting, the leaders signed a joint declaration. Azerbaijan and Armenia pre-signed the text of a peace treaty.

Additionally, at the request of both Azerbaijan and Armenia, the OSCE Minsk process and related bodies—legacies of the former conflict—were dissolved by a decision of the OSCE Ministerial Council on Sept. 1.

The outcomes of the Washington meeting once again reaffirmed Azerbaijan’s proposed peace agenda.

“To seize this historic opportunity for peace and to conclude a peace agreement, it is essential to remove the territorial claims present in Armenia’s Constitution,” reads the statement.
