Former Foreign Minister of Armenia Zohrab Mnatsakanyan
published an article on the current situation in Artsakh.

“Emboldened by the victory of 2020, Baku firmly denies
the existence of Artsakh as a political entity capable of exercising
self-governance and representative democracy with the mandate received from its
own people. They try to convince the world that Artsakh, that is,
Nagorno-Karabakh, does not exist either historically, or politically, or
legally. They “encourage” the people of Artsakh to use their one-way
ticket to abandon their settlements,” Mnatsakanyan wrote.

He noted that Azerbaijan comes up with plans to populate
Artsakh with ethnic Azerbaijanis in such numbers that, in fact, their
population will exceed the current 120,000 Armenian population.

They consistently use force against Artsakh and shatter
peace there.

“This policy reached a crescendo during the past seven
months with the total blockade of Artsakh and the subsequent humanitarian
crisis. Literally, the use of force and coercion is coupled with demagogy about
reintegration or regional peace and stability. The proposal to provide Artsakh
with humanitarian aid via Aghdam is much the same as offering a glass of water
to your victims while you torture them. This undermines and destroys human
dignity. Moreover, it contravenes international humanitarian law,” the
former foreign minister wrote.
