The topic of enclaves has already moved from expert and hushed conversations to the political dimension. The enclaves are being spoken about at the level of top officials. What is it about? What are the territories that the governments of Azerbaijan and Armenia call enclaves? What is their significance for us, and what will be the consequences of surrendering them? After all, people live there. What kind of future and fate awaits them? We have tried to give answers to some of these questions, and have put forward others in our report.
