Scooters scoot wherever and whenever they scoot; Will their usage be regulated?

Scooters that popped up in the streets of Yerevan in 2021,
were few in number at that time. Now, one can see them at every turn. No ban is
imposed on them; no regulation is designed for them.

The municipality states the matter is outside their
jurisdiction. In fact, no one is dealing with the matter. Does it help or harm?
What is people’s opinion on this, and when will their usage be regulated?
