State without territory: how to preserve the Armenian identity of Artsakh

Discussions about the decree on the dissolution of the
Republic of Artsakh continue. Many question the legality of the decree and
propose various models through which we will be able to preserve Artsakh as a
political entity. RPA Vice President Armen Ashotyan has come up with a
proposal: to create a “state without territory”. The report looks at how
