My impression is that in the process of normalization of
relations between Armenia and Azerbaijan, the RA authorities have renounced
even the precondition-principle with regard to Artsakh, i.e. protecting the
rights and ensuring the security of the Armenains of Nagorno-Karabakh through
international mechanisms. Former State Minister of Artsakh Artak Beglaryan made
a Facebook post on this.
“After the genocide of the people of Artsakh, the
elimination — already not the lowering — of the benchmark is unacceptable, as
the displacement of the people of Artsakh has not resolved the problem; on the
contrary, it has exacerbated it,” Beglaryan wrote.
The former official noted that Armenia and international
actors should review their approaches and raise the benchmark for ensuring the
protection of rights and the security of the people of Artsakh.
“I get the impression that every party interested in the
normalization of relations between Armenia and Azerbaijan is happy with the
genocide committed against the people of Artsakh, naively thinking that this
conflict has been handled and a window of opportunity for the “peace treaty”
has opened. While, the reality is that peace cannot be established in the
region at the expense of the lives of the people of Artsakh, and genocidal
dictator Aliyev will not stop there. Thus, the issues regarding the rights and
the security of the people of Artsakh should be adequately and fully addressed
within the package of normalization of relations between Armenia and
Azerbaijan. Otherwise, this, also, is going to end in failure,” Beglaryan
wrote. He noted that the needs of the people of Artsakh are not merely
humanitarian in nature, and the addressing of these needs does not suggest that
the issue is settled.
