Aliyev continues to keep his finger on the pulse of Armenia. The dictator of Azerbaijan again spoke about the Constitution of the Republic of Armenia and the arming of the Armenian army. Ilham Aliyev stated at a meeting with the delegation of the Turkish Parliament that Armenia is not interested in concluding a peace treaty because it has been delaying the amendment to the Constitution, receiving arms from France and other Western countries, and conducting military drills.
