American and British intelligence officers were in Azerbaijan. First, Patrick Prior, the head of the Europe/Eurasia Regional Center of the U.S. Defense Intelligence Agency, visited Baku. Only 10 days after the visit of the American official, Richard Moore, the chief of the Secret Intelligence Service of the U.K., arrived in Baku. Moore came to give a lecture at a university in Baku. It would be naive to think that the head of British intelligence came to Azerbaijan just to give a lecture.
