Today, Oct. 12, an urgent debate on the humanitarian
situation in Nagorno-Karabakh will be held at the Parliamentary Assembly of the
Council of Europe (PACE) session.
Senior fellow at Carnegie Europe Thomas de Waal (London,
U.K.), HCR representative in Strasbourg Andreas Wiesner, Dr. Björn Schiffbauer,
a professor of Public, International and European law at the University of
Rostock, Germany will take part in the debate.
