
Ruben Rubinyan: Everyone knows the reasons for the delay in signing the peace agreement
We have discussed the entire spectrum of the settlement process with the Turkish representative, meaning all the agreements we have reached during this time and their implementation.” This was stated by Ruben Rubinyan, Armenia’s special envoy for the normalization of relations with Turkey, during a conversation with reporters in the National Assembly regarding the topics discussed in his recent meeting with Turkey’s special representative, Serdar Kılıç.
“As you know, part of those agreements has been implemented, while some have not. There are certain processes regarding the restoration of the historical bridge in Ani, and a meeting was recently held in Istanbul with technical experts; we discussed this spectrum as well,” Rubinyan said.
Referring to the Margara crossing, Rubinyan stated that this is an agreement for which Armenia has fulfilled its obligations.
“This is one of the agreements that has not been implemented yet, and it is not Armenia’s fault that it has not been realized. As you recall, Armenia renovated the Margara crossing, and everything is ready for the implementation of that agreement. We are waiting for Turkey to fulfill its part,” he said.
When asked whether Turkey continues to insist that the normalization of Armenian-Turkish relations is contingent upon resolving relations with Azerbaijan, Rubinyan noted, “I can say what Armenia insists. Armenia insists that it is ready to have fully normalized relations with Turkey as early as tomorrow, without any preconditions. Furthermore, as you know, the text of the Armenia-Azerbaijan peace agreement has been agreed upon. We are ready to sign that agreement as soon as possible, meaning the prime minister is ready to do so. We have proposed that consultations regarding the place and timing of the signing start.”
