Azerbaijan has not been punished for violations during the Nagorno-Karabakh conflict, says Amnesty International

During the Nagorno-Karabakh conflict, Azerbaijan has not faced punishment for violations, according to the annual report published by the international human rights organization Amnesty International.

“The right of residents (of Nagorno-Karabakh) to a safe and dignified return remains unfulfilled,” reads the report.

The report also recalls that the Parliamentary Assembly of the Council of Europe (PACE) condemned Azerbaijan’s military operation in September 2023, which resulted in more than 100,000 residents of Artsakh being ethnically displaced.

The authors of the report also note that forcibly displaced persons from Artsakh face serious issues in Armenia, such as lack of housing, employment, and access to education.
