
OSCE closes Minsk Group, voiding past documents on Armenia-Azerbaijan conflict, says Azerbaijan’s foreign ministry
On Sept. 1, 2025, the OSCE Permanent Council decided to terminate the OSCE Minsk process and the activities of all related structures, Azerbaijan’s Foreign Ministry announced.
According to the decision, which is based on a joint letter by the foreign ministers of Azerbaijan and Armenia addressed to the OSCE Chairperson-in-Office — following the Aug. 8 meeting in Washington between the President of Azerbaijan and the Prime Minister of Armenia, held with the participation of the U.S. President — as of Sept. 1, 2025, the OSCE is halting the Minsk process, the mandate of the OSCE Chairperson-in-Office’s Personal Representative, discussions under the Minsk Conference framework, as well as the activities of the High-Level Planning Group.
The OSCE Secretariat has been tasked with completing all organizational and technical matters related to the closure of these structures no later than Dec. 1, 2025. The decision also nullifies all previously adopted OSCE documents pertaining to the Armenia-Azerbaijan conflict.
