The collective return to Artsakh must become a core state policy, says Genesis Armenia

The collective return of the people of Artsakh must be made a priority of state policy.

Today, with the people of Artsakh forcibly displaced, Armenia’s primary concern is no longer merely the preservation of memory, but the practical organization of their return. The right of Artsakh to independence cannot be questioned—it is enshrined in international law and guaranteed by the people’s self-determination.

Genesis Armenia’s think tank has developed a comprehensive program for collective repatriation, encompassing legal, political, security, and humanitarian measures. This program must become a nationwide agenda and be implemented at the state level.

We call on the Armenian authorities to end defeatist and divisive approaches and make the return to Artsakh a cornerstone of state policy.

At the same time, international organizations must move beyond routine statements and provide practical support for the safe and dignified return of the people of Artsakh.

The return to Artsakh is not simply a matter of restoring historical justice. It is the path to securing our future, sovereignty, and national identity—a course that must never be altered under any circumstances.
