At the meeting of the investigative committee under the NA,
Davit Tonoyan noted that in the first days of the war, the combat effectiveness
of the army was assessed as good.
“It was not my personal judgement. This assessment was
carried out and well-documented, taking into consideration our resources, the
location and military positions,” Tonoyan noted.
According to him, Armenia was able to confront two to three
times its own number of the enemy forces in the entire territory of the
Republic of Armenia and that of Artsakh. Moreover, the responsibility for the
defence of the people of Artsakh was resting with the armed forces as
well.
However, KP MP Vahagn Aleksanyan said that at least with
regard to heavy weapons, Azerbaijan did not outnumber us two to one.
“Let’s say, in case of Smerch system, the ratio was
1:40. How can you assess it as good combat effectiveness?” he asked.
In response to this question, the former defense minister
said, “I was talking about the combat effectiveness, but not about the
situation on the ground.”
