Abraham Gasparyan: The issue of return to Artsakh should be declared a priority of the national political agenda

Genesis Armenia is developing a strategy for the return of Artsakh residents. Founding director of Genesis Armenia Think Tank and Foundation, Candidate of Political Sciences, Associate Professor Abraham Gasparyan said this today at a conference titled “One Year Without Artsakh: Statistics and Strategic Perspectives”.

“This strategy is far from amateurish and selfish approaches; it is based on an impartial and rational study of international law and practice, research on the topic and professional approaches,” the political scientist said.

Gasparyan noted that they are also carrying out an inventory process, which will enable professional communities to reach international condemnation of the depopulation of Artsakh.

“We are not talking about the possibility of retribution, because from the outset we do not close the door of the possibility of return, regardless of the fact, who and what kind of ideological forces will appear in the driving seat of Armenia,” Gasparyan said.

He noted that the issue of the return of the people of Artsakh is a matter of international law.

“We believe that in the coming years, after the overthrow of the current regime, the foreign political line of the Armenian state will change significantly, the fair settlement of the Artsakh issue and the realization of the right of return of Artsakh residents will be among the top three priorities of the agenda,” he said.

In his speech, the political scientist detailed what we have a year after the loss of Artsakh.

He noted that the present authorities of Armenia have grossly violated Armenia’s domestic and its international military-political and security obligations, canceled the contractual obligation of the guarantor of NKR security, and refused all mechanisms for realizing the right to self-determination of the people of Artsakh.

“Today, the issue of the return of the people of Artsakh is out of the foreign political and international humanitarian law agenda of the Armenian authorities,” he said.

Gasparyan also presented a road map for the return to Artsakh, stressing that it is important to declare the issue of the return of Artsakh and the people of Artsakh as a component of the national collective identity, to rule out the possibility of individual return. Extremist approaches should be avoided; it is important to inventory the material and non-material cultural heritage of Artsakh, etc.
