Although Debed overflowing its banks is not a new thing, such heavy floods are likely to happen once in 100 years. However, the disaster struck 65 years later, as a flood of this volume last happened on May 17-20, 1959.

The hypothesis that the flood was caused by the water leaks of Dzoraget Hydroelectric Power Station and the reservoir have been denied, because the observations of the water volumes were made in the areas that were located much higher than the said infrastructures. Apart from that, the Tashir River, which has nothing to do with those infrastructures, burst its banks as well.
