Vancouver Mayor Ken Sim stated that the incident occurred during the celebration of Filipino community’s Lapu-Lapu Day. He expressed his condolences to the victims and the community.
Such incidents had previously occurred on April 1 in Nagoya, Japan, where a vehicle went off the curb and injured seven people.
