Nikol Pashinyan has addressed the terms “Western Armenia” and “Western Azerbaijan” in a lengthy statement, discussing the Peace Treaty and the “Crossroads of Peace” initiative. He included two points in the listed proposals, which essentially represent the acceptance of two preconditions put forth by Azerbaijani President Ilham Aliyev.<\/p>\n
The proposal of the Republic of Armenia to establish long-term stability and peace in the region is clear:<\/p>\n
a) mutually refrain from escalatory rhetoric,<\/p>\n
b) continue the delimitation process based on the attempted delimitation in the Berkaber-Voskepar section and the regulations for the joint work of the delimitation commissions of the two countries,<\/p>\n
c) conclude a Peace Treaty that is 90 percent ready,<\/p>\n
d) implement the “Crossroads of Peace” project, resolving the issues of Azerbaijan-Azerbaijan connection through the territory of the Republic of Armenia and Armenia-Armenia connection through the territory of the Republic of Azerbaijan, according to the proposals presented by Armenia to Azerbaijan following the meeting in Kazan,<\/p>\n
e) establish a joint mechanism for investigating ceasefire violations,<\/p>\n
f) fully resolve the issue of detained persons,<\/p>\n
g) work intensively on clarifying the fate of individuals whose whereabouts are unknown,<\/p>\n
h) renounce the demands made against each other, including but not limited to those in international courts,<\/p>\n
i) work toward the comprehensive and effective implementation of the points of the Peace Treaty,<\/p>\n
j) establish a mechanism for negotiating mutual control, quotas, and restrictions on the use of armaments,<\/p>\n
k) discuss the issues related to refugees from both countries as a whole, forming a joint professional and expert commission after the establishment of peace,<\/p>\n
l) dissolve the OSCE Minsk Group.<\/p>\n
