On Sept. 18, Artsakh President Samvel Shahramanyan issued a
\ndecree appointing Artur Harutyunyan to the Artsakh state minister’s post.<\/p>\n

The president of Artsakh has signed another decree on making
\namendments to the presidential decree “On coordinating the activities of
\nministers by the state minister of the Republic of Artsakh”. Thus, under the
\ndecree, the state minister will coordinate the activities of the following

2) Minister of Justice
