Ukrainian President Volodymyr Zelenskyy has announced<\/a> that he will send a delegation to Istanbul for negotiations with Russia.<\/p>\n

The delegation will be led by the country’s defense minister.<\/p>\n

“We cannot see among the members of the Russian delegation those who actually make decisions.
