“It has been about nine months since Artsakh has been
\ntotally besieged by Azerbaijan, and the people of Artsakh have been subjected
\nto blatant acts of genocide. Throughout this period, we have taken every
\nmeasure within our capabilities to present the current situation to the world
\nand to receive support from the international community. The issue has been
\naddressed twice at the U.N. Security Council Session. The International Court of
\nJustice and the European Court of Human Rights issued orders for the lifting of
\nthe blockade twice each. Hundreds of international organizations and officials
\nhave made statements and issued calls on this. However, Azerbaijan proceeds
\nwith its aggressive policy.

The current unstable geopolitical situation in the world,
\nregional developments, events unfolding in Artsakh and the domestic situation
\nin Artsakh show that changes in attitudes must be made and flexibility is
\nneeded. To this end, major actors, including me, need to be changed in
\nArtsakh,” he wrote.

Harutyunyan noted that he will continue to live in Artsakh,
\nand his resignation is aimed at ensuring stability and social order in the
\ncountry.
