Vladimir Medinsky, aide to the Russian president and head of the Russian delegation in negotiations with Ukraine, has reported on a phone call with Ukrainian Defense Minister Rustem Umerov, Russia Today<\/a> says.<\/p>\n

“Today, I called Umerov and proposed a specific date and place for a meeting to exchange memoranda. We are ready to start substantive discussions on each point of a future ceasefire agreement.<\/p>\n
