The American Public International Law & Policy Group
\n(PILPG) NGO<\/strong> has issued a memorandum, entitled ‘Nagorno-Karabakh’s Right to
\nSelf-Determination: Putting it on the Agenda’.

<\/p><\/p>\n

The purpose of the memorandum is to set forth the argument
\nthat the Armenian people of Nagorno-Karabakh are entitled, at a minimum, to the
\nright of internal self-determination and that the current negotiations should
\nprovide for the meaningful and effective protection of this right. 

<\/p><\/p>\n

“Nagorno-Karabakh’s Soviet era autonomous status should
\nserve as a benchmark for discussions between Armenia and Azerbaijan concerning
\nthe future fate and status of the people of Nagorno-Karabakh,” reads the
\nmemorandum.

<\/p><\/p>\n\n

The organization also noted that the memorandum shall not be
\nconstrued as advocating a specific outcome to the talks between Armenia and
\nAzerbaijan as that is within the purview of the negotiating parties to
\ndetermine, and first and foremost, for the people of Nagorno-Karabakh.
