The authorities of the Republic of Armenia announced and
\ncontinue to announce that a dialogue within international standards between
\nBaku and Stepanakert is necessary. Artsakh State Minister Gurgen Nersisyan

The people of Artsakh also realize that this dialogue is
\nnecessary, so that we can talk, discuss, present and stand up for our rights,
\nincluding our right to self-determination, as well as facilitate peace in the
\nregion.

“However, we can infer from the statement of the
\nRussian foreign minister made yesterday that either the Republic of Armenia
\nalready decided what topics the dialogue will cover or agreed on the subject of
\ndiscussions put forward by Azerbaijan.

Thus, if the Republic of Armenia does not issue a denial, we
\ncan state that the “benchmark” of the dialogue between Baku and
\nStepanakert has been greatly lowered as well. This is very important in that
\nthe Armenian nation, including the Armenians of Artsakh, need to decide their
\nfurther steps,” he wrote.

The State Minister also denounced the Russian approach of
\nconstantly making up excuses and not producing a practical solution to the
\ncurrent deplorable situation.
