Artsakh President Arayik Harutyunyan made a statement in the
\nrun-up to the meeting between the Armenian, Russian and Azerbaijani foreign
\nministers, scheduled for July 25, 2023, in Moscow. The meeting is aimed at the
\nnormalization of relations between Armenia and Azerbaijan.

With the mandate given to me by my people, I demand that the
\nparties of the statement of November 9, 2020, take practical measures to
\nimmediately restore the legal regime of the Lachin corridor and to ensure the
\nsecurity of the people of Artsakh, at least under the obligations assumed by
\nthe tripartite statement. Only after fulfilling these conditions necessary for
\nthe basic needs of our people, will it be possible to refer to the rest of the
\naspects of the conflict and to discuss the ways of its resolution in a somewhat
\nfavorable environment,” Arayik Harutyunyan wrote.
<\/p><\/p>\n
He noted that if this deplorable situation is not
\nimmediately handled by the parties to the tripartite statement in the first
\nplace, it will be them on whom the major responsibility for the impending
\ndisaster will fall.

“Prevent the impending ethnic cleansing,” the president of
\nthe Republic of Artsakh said.
<\/p><\/p>\n
Since July 18, public transport services were suspended in
\nthe capital of the Republic of Artsakh, Stepanakert, on account of the dire
\nfuel shortage, caused by the blockade of Artsakh by Azerbaijan. However,
\ninter-district routes continued to run.
<\/p><\/p>\n
The Ministry of Territorial Administration and
\nInfrastructure of Artsakh reports that the limited fuel supplies have run out.
\nThus, public transport services will be totally suspended in the republic since
\nJuly 25.
