The Civil Contract party has unilaterally terminated the
\nmemorandum on cooperation with the Balasanyan Alliance social party. The
\nmemorandum was signed on Oct. 30, 2021.

“Deputy mayors Artur Papikyan and Vahagn Mkrtchyan will
\nsubmit their resignation letters. The reason for such a decision is that Gyumri
\nis not governed under the RA legislation, and a shadow government runs the
\ncity. This makes the activities of the Gyumri Municipality ineffective,” a
\nrepresentative of the Civil Contract party said. .
