And we have been witness to this more than once,&rdquo; Karen Bekaryan<br>\nsaid.<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; \">According to the expert, it is extremely unlikely that the<br>\npoints on the agenda, followed by the government, bear relation to reality.<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; \">Referring to the statement of the Russian Foreign Ministry<br>\nthat Yerevan recognized Artsakh as part of Azerbaijan during the negotiations<br>\nbrokered by the EU, thus fundamentally changing the conditions under which the<br>\nstatement of November 9, 2020 was signed between the Russian, Azerbaijani and<br>\nArmenian leaders, the expert noted: &ldquo;The statement of the Russian Foreign<br>\nMinistry comes as a recognition of the fact that the current Armenian<br>\nauthorities recognized Artsakh as part of Azerbaijan, thus changing the<br>\nconditions of the statement of November 9. It is not fair to lay your share of<br>\nresponsibility at the door of another country.&rdquo;<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; \">However, above all, Bekaryan thinks that there is more to<br>\nthis than meets the eye.&nbsp;<\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; \">&ldquo;The question as to how well Armenia has fulfilled its<br>\nresponsibilities is yet to be discussed. However, a specific share of<br>\nresponsibility falls on Russia and other mediators as well. Any subject of<br>\ninternational law has its own share of responsibility. Statements that Armenia<br>\nmade this or that mistake with regard to the situation in Artsakh will only<br>\nfail to produce any solution to the issue.
