Political scientist Karen Bekaryan does not rule out the
\npossibility that the Armenian authorities can once again enter into various
\nagreements behind the back of the society.<\/p>\n
Referring to the tripartite meeting in Brussels in his
\nmeeting with ABC Media, Bekaryan noted that every single point discussed during
\nnegotiations shouldn’t necessarily produce results or be brought into the open.
<\/p><\/p>\n
<\/p>“On top of this, the current authorities of Armenia
\ndisplay a tendency to enter into various agreements behind the back of the
\nsociety. And we have been witness to this more than once,” Karen Bekaryan
\nsaid.<\/p>\n
According to the expert, it is extremely unlikely that the
\npoints on the agenda, followed by the government, bear relation to reality.<\/p>\n
Referring to the statement of the Russian Foreign Ministry
\nthat Yerevan recognized Artsakh as part of Azerbaijan during the negotiations
\nbrokered by the EU, thus fundamentally changing the conditions under which the
\nstatement of November 9, 2020 was signed between the Russian, Azerbaijani and
\nArmenian leaders, the expert noted: “The statement of the Russian Foreign
\nMinistry comes as a recognition of the fact that the current Armenian
\nauthorities recognized Artsakh as part of Azerbaijan, thus changing the
\nconditions of the statement of November 9. It is not fair to lay your share of
\nresponsibility at the door of another country.”<\/p>\n
However, above all, Bekaryan thinks that there is more to
\nthis than meets the eye. <\/p>\n
“The question as to how well Armenia has fulfilled its
\nresponsibilities is yet to be discussed. However, a specific share of
\nresponsibility falls on Russia and other mediators as well. Any subject of
\ninternational law has its own share of responsibility. Statements that Armenia
\nmade this or that mistake with regard to the situation in Artsakh will only
\nfail to produce any solution to the issue. It doesn’t sound logical at all as
\nthe Russian Federation has assumed specific responsibilities,” the expert
\nsaid.<\/p>\n\n
The expert claims that the irresponsibility of the Armenian
\nauthorities does not absolve other players from their own responsibilities.
