Having raised the issue of refugees and keeping it on the
\nagenda for many years, today Azerbaijan seems to be settling the issue of their
\n“return” and resettlement. However, we have no counterargument against
\nAzerbaijan’s groundless demands. The issue of refugees from Sumgait and Baku
\nwas never put on the agenda for 35 years. The issue of more than half a million
\nArmenian refugees was always of secondary importance. Some of them have not
\neven been given documents recognizing their status as refugees. There are no
\nclear statistics on the matter. As for the government policies of recent years,
\nthey seem to have pushed the issue out of the negotiating table and frozen them
\nout of social programs. The refugees are already raising the alarm today.<\/p>\n
