\nEuropean Parliament adopts a bill and forces European governments and the
\nEuropean Commission to impose sanctions against Azerbaijan for the depopulation
\nof Artsakh. Thus, no consensus exists. Coordinator of the Hayakve initiative
\nAvetik Chalabyan said this during the protest in support of the initiative
\noutside the National Assembly.<\/p>\n

As Chalabyan noted, no unspoken consensus over the Artsakh
\nissue exists among geopolitical players. This idea has been put forward by the
\nauthorities.<\/p>\n

“It is these authorities that speak about consensus, these
\nauthorities that have reached a consensus with Turkey and Azerbaijan and are
\ntrying to mislead the rest about an international consensus. Such a consensus
\ndoes not exist; don’t be deceived, please,” Chalabyan said, noting that Section
\n907 of the FREEDOM Support Act is in force in the U.S. Under this resolution,
\nthe U.S. cannot provide any military aid to Azerbaijan.<\/p>\n

“Later, that resolution was amended. Originally, every year
\nthe U.S. president had the right to repeal the Act for a year with the consent
\nof the Congress. Now, the Senate has adopted a new bill, abolishing that right
\nof the president. Thus, it is likely that the U.S., the EU, and in the future,
\nRussia, may change their positions and may at least facilitate the return of
\nthe Armenian population of Artsakh and the resumption of negotiations within
\nthe framework of the Minsk Group, having the right to the self-determination of
\nArtsakh in view. We just need to get rid of the authorities that are ready to
\nsacrifice Artsakh, wishing to trade with Turkey and Azerbaijan,” Chalabyan
