Among the proposals was a plan to reduce the agency&rsquo;s autonomy and transfer the powers of the European diplomatic service to the foreign ministries of the countries.<\/p>\n<p>Following the reports, Kallas sent a letter to approximately 5,000 EEAS staff members.
