The Karabakh issue has become the defining factor in current relations between Russia and Armenia, Russian President Vladimir Putin stated.<\/p>\n
“It all started with the Karabakh issue. The Armenian leadership, the Prime Minister himself, signed the relevant document in Prague and recognized that Karabakh is part of Azerbaijan. From that moment on, our position on this issue became very ambivalent. Can we, or should we, interfere in Azerbaijan’s domestic political affairs?” he said.<\/p>\n
According to the Russian leader, resolution of the Artsakh conflict could bring many benefits to Armenia.<\/p>\n
“Perhaps there are advantages to the current Armenian leadership’s decision, because this situation allows us to turn the page and move forward without any conflicts. People can be resettled, infrastructure can be unblocked, the economy can begin anew, borders can be opened for investment, and so on. There are, in fact, many advantages,” he said. Putin recalled that Armenia insisted on protection from the Collective Security Treaty Organization (CSTO) for “certain sections of the border,” but no documents on the delimitation of the Armenian-Azerbaijani border have yet been signed, and these issues require expert assessment.<\/p>\n
“There is no delimitation of the border. There is no treaty on the border; there never was. And there is none now. Azerbaijan believes that the border runs along this section, while Armenia believes it runs along that one. There are many issues that indeed require expert assessment,” the Russian leader stated.<\/p>\n
He clarified that until an agreement is signed, questions remain about how to build these relations within the CSTO.
