Azerbaijani President Ilham Aliyev will not attend the 13th summit of the Organization of Turkic States (OTS) in Turkey due to previously scheduled engagements in Baku and a busy work schedule, Azerbaijani media report.

On October 21, Turkish President Recep Tayyip Erdogan invited Aliyev to attend the summit during a telephone conversation.

At Aliyev’s direction, instead Azerbaijan will be represented at the summit by Foreign Minister Jeyhun Bayramov.

Bayramov has already met with his Turkish counterpart, Hakan Fidan, in Ankara.

During the meeting, the two ministers discussed key issues on the Azerbaijani-Turkish bilateral agenda, as well as various areas of cooperation within the framework of the Organization of Turkic States. They also exchanged views on pressing regional and international issues.

The developments come amid signs of growing tensions in Turkish-Azerbaijani relations.

Oktay Saral, who served as chief adviser to Turkish President Recep Tayyip Erdogan, has lost his position. His dismissal followed critical remarks he made about the Azerbaijani authorities over school uniform regulations, which, among other things, prohibit the wearing of the hijab.

On October 21, Azerbaijan’s Foreign Ministry declared 31 Turkish citizens—including politicians, journalists, and bloggers—persona non grata and barred them from entering the country.

According to the ministry, the decision was prompted by statements the individuals had posted on social media and other online platforms that were “aimed against the sovereignty, national security, constitutional order, people, and leadership of Azerbaijan, and contained calls for the violent overthrow of the government and the incitement of religious hatred.”
