He was presenting the government’s work in 2026 and outlining its priorities for the coming year.

According to Mirzoyan, Armenia remains committed to securing the signing and ratification of a peace agreement with Azerbaijan as soon as possible. In the meantime, he stressed, the two sides should continue expanding economic cooperation. As an example, he pointed to Azerbaijan’s decision to open its territory to cargo shipments to and from Armenia.

“Our commitment is to make the signing of a peace agreement with Azerbaijan possible as soon as possible, followed by its ratification. Until that becomes a physical reality, we will continue to strengthen and expand a range of initiatives and areas of cooperation that stem from peace and help consolidate it further. These include bilateral trade and, for the time being, Azerbaijan’s decision to open its territory to cargo shipments bound for Armenia and those departing from Armenia,” the Armenian foreign minister said.

Addressing the TRIPP project, Mirzoyan said that following the ratification of the relevant agreement, the shareholders’ agreement and charter of the development company are also expected to be signed in the near future. This will complete the documentation process and pave the way for the project’s implementation.

According to Mirzoyan, the project will connect Armenia’s northern and southern regions through a railway running across the territory of Nakhichevan. It will also give Armenia the opportunity to trade with Azerbaijan and third countries. The same opportunities will be available to Azerbaijan on a reciprocal basis.

The minister also addressed the normalization of Armenian-Turkish relations, describing the ongoing dialogue as active and productive. Among the examples of cooperation, he cited scholarship programmes for students, the joint restoration of the historic Ani Bridge, and business forums bringing together representatives of the two countries.

Mirzoyan said the next business forum is expected to take place in Armenia, most likely in early 2027. At the same time, he emphasized that despite the positive developments, the Armenian-Turkish border remains closed.

The foreign minister believes the process has reached a stage where both the opening of the border and the establishment of diplomatic relations are within reach. According to him, these steps could bring significant economic benefits to Armenia while contributing to peace and development across the region.

Armenia’s territory could also be used in the future for the transit of Azerbaijani cargo, Foreign Minister Ararat Mirzoyan said during preliminary parliamentary discussions on the 2027 state budget.
