The Kremlin regrets that Armenia will not participate at a
\nhigh level in the CSTO summit on Nov. 23 in Minsk. As RIA Novosti reports,
\nSpokesperson for the Russian President Dmitry Peskov said this.

“We can of course express our regret that Armenia will not
\nparticipate in the summit tomorrow at a high level. We hope that they will be
\npresent at an expert level. But, of course, we expect that Armenia will
\ncontinue its work within the organization,” Peskov said.

Yesterday, news came that Armenian Defense Minister Suren
\nPapikyan will not participate in the CSTO meetings scheduled for Minsk.
\nEarlier, Armenian Foreign Minister Ararat Mirzoyan had told his Belarussian
\ncounterpart Sergei Aleinik that he would not be able to participate in the
\njoint meeting of the Council of Foreign Ministers.
