Considering the negotiation process between Armenia and
\nAzerbaijan within the past 3 years, we can state that Azerbaijan fails to
\nfulfill its obligations and promises, thus drawing a negative response from the
\nU.S. as well. Secretary of the NA With Honor Faction Tigran Abrahamyan said
\nthis at the National Assembly briefing.

According to the statement issued by the Azerbaijani
\nMinistry of Foreign Affairs, this is the reason why Azerbaijan refused to
\nattend the meeting to be held in Washington.

Abrahamyan noted that Azerbaijan avoids taking practical
\nsteps in its negotiations with Armenia. Baku is now reassessing its
\nopportunities as well as its balance of power.

“Azerbaijan obviously has territorial claims from Armenia.
\nRecently, the so-called “enclaves” have been actively discussed. I am talking
\nabout the eight villages, which are claimed to be occupied by Armenia. At this
\nstage, Baku may bide its time until a favorable opportunity opens up to launch
\nhostilities in a specific direction,” Abrahamyan said.
