“Human rights violations have again marked the last chapter
\nof the long conflict between Armenia and Azerbaijan in and around the Karabakh
\nregion. Full respect for human rights of all and strict adherence to relevant
\ninternational standards should be now placed at the centre of the path towards
\nreconciliation and durable peace between the two countries,” said the Council
\nof Europe Commissioner for Human Rights, Dunja Mijatović. This is said in the
\nstatement issued by the office of the Council of Europe Commissioner for Human
\nRights.<\/p>\n
<\/p><\/p>\n
Mijatović visited Armenia and Azerbaijan on Oct. 16-23. She
\nmet with top officials, human rights defenders, conflict victims,
\nrepresentatives of international and human rights organizations. She also
\nvisited depopulated Artsakh. <\/p>\n
<\/p><\/p>\n
As Mijatović noted, the visit was prompted by the mass
\ndisplacement of over 100,600 Armenians from Artsakh, who fled to Armenia in
\nonly a few days at the end of September. It followed Azerbaijan’s military
\naction on Sept. 19 and 20, its subsequent full control over the region and the
\nprolonged disruption in the movement of people and access to essential goods,
\nservices and energy supplies experienced by people of Artsakh as a result of a
\nnine-month blocking of the road along the Lachin corridor by Azerbaijan.<\/p>\n
<\/p><\/p>\n
“They found themselves abandoned, without any reliable
\nsecurity or protection guarantees by any party. For them, leaving home was the
\nonly option available”, the Commissioner said.<\/p>\n
<\/p><\/p>\n
Mijatović visited shelters for displaced persons in the
\ncities of Aghavnadzor and Tsaghkadzor in the Kotayk province, where she spoke
\nwith Armenians from Artsakh, including families, older persons, people with
\ndisabilities and other vulnerable persons. <\/p>\n
<\/p><\/p>\n
The Commissioner called on Council of Europe member states
\nto provide full support to ensure the sustainability of the necessary
\nassistance.<\/p>\n
<\/p><\/p>\n
As she put it, Azerbaijan must guarantee the human rights of
\nthe ethnic Armenians remaining in the region and of those who have left for
\nArmenia, including the right to return to their homes in safety and dignity.<\/p>\n
