The EU expects Azerbaijan to announce a comprehensive
\namnesty for all Armenians of Artsakh. The European External Action Service
\nissued a press release on this.

It is noted that Azerbaijan has to ensure the human rights,
\nfundamental freedoms and security of the Karabakh Armenians, including their
\nright to live in their homes in dignity, without intimidation or
\ndiscrimination, as well as to create the conditions for the voluntary, safe,
\ndignified and sustainable return of refugees and displaced persons to
\nNagorno-Karabakh with due respect for their history, culture and human rights.

“We took note of President Aliyev’s public remarks about
\nwillingness to live in peace with Karabakh Armenians and preserve their rights.
\nAzerbaijan has a clear primary responsibility for the fate of the population.
\nTangible, concrete and transparent guarantees must be provided. As an important
\nconfidence-building measure, we expect a comprehensive amnesty for all Karabakh
\nArmenians, including their representatives, and restraint by all sides from
\nharsh rhetoric,” reads the release.
