My impression is that in the process of normalization of
\nrelations between Armenia and Azerbaijan, the RA authorities have renounced
\neven the precondition-principle with regard to Artsakh, i.e. protecting the
\nrights and ensuring the security of the Armenains of Nagorno-Karabakh through
\ninternational mechanisms. Former State Minister of Artsakh Artak Beglaryan made
\na Facebook post on this. <\/p>\n

“After the genocide of the people of Artsakh, the
\nelimination — already not the lowering — of the benchmark is unacceptable, as
\nthe displacement of the people of Artsakh has not resolved the problem; on the
\ncontrary, it has exacerbated it,” Beglaryan wrote.

The former official noted that Armenia and international
\nactors should review their approaches and raise the benchmark for ensuring the
\nprotection of rights and the security of the people of Artsakh.

“I get the impression that every party interested in the
\nnormalization of relations between Armenia and Azerbaijan is happy with the
\ngenocide committed against the people of Artsakh, naively thinking that this
\nconflict has been handled and a window of opportunity for the “peace treaty”
\nhas opened. While, the reality is that peace cannot be established in the
\nregion at the expense of the lives of the people of Artsakh, and genocidal
\ndictator Aliyev will not stop there. Thus, the issues regarding the rights and
\nthe security of the people of Artsakh should be adequately and fully addressed
\nwithin the package of normalization of relations between Armenia and
\nAzerbaijan. Otherwise, this, also, is going to end in failure,” Beglaryan
\nwrote. He noted that the needs of the people of Artsakh are not merely
\nhumanitarian in nature, and the addressing of these needs does not suggest that
\nthe issue is settled.
