Peace between Armenia and Azerbaijan is not only possible, but is also within reach.<\/span><\/li>\n<\/ul>\n
<\/p>\n
- Armenia and Azerbaijan signed a delimitation and demarcation regulation, which confirms the recognition of each other’s territorial integrity.<\/span><\/li>\n<\/ul>\n
  <\/p>\n
  - Now it is de jure established that the two countries have no territorial claims to each other.<\/span><\/li>\n<\/ul>\n
    <\/p>\n

    I proposed to sign the already agreed peace treaty and proceed with further issues through negotiations.<\/span><\/li>\n<\/ul>\n
    <\/p>\n
    \n
    At least 80% of the agreement proposed by us has already been agreed upon.<\/span><\/li>\n<\/ul>\n
    <\/p>\n
    \n
    The agreement will significantly facilitate the resolution of non-agreed issues.<\/span><\/li>\n<\/ul>\n
    <\/p>\n

    The already agreed upon parts of the agreement offer instruments. One of them is the establishment of diplomatic relations between Armenia and Azerbaijan. The second one is the joint commission monitoring the implementation of the peace treaty.<\/span><\/li>\n<\/ul>\n

    All this will help to change the general atmosphere and perception of our governments and peoples.<\/span><\/li>\n<\/ul>\n

    We have proposed to sign the already agreed provisions, avoiding the risk of entering a deadlock.<\/span><\/li>\n<\/ul>\n
    <\/p>\n

    The Constitution of Armenia does not have any territorial claims against Azerbaijan.<\/span><\/li>\n<\/ul>\n
    <\/p>\n
    \n
    The Constitution of Azerbaijan has territorial claims against Armenia.<\/span><\/li>\n<\/ul>\n
    <\/p>\n
    \n
    We have agreed that under the agreement, none of the parties can invoke its domestic law to breach the agreement.<\/span><\/li>\n<\/ul>\n
    <\/p>\n
    \n
    The signing of the agreement will address the concerns of both Armenia and Azerbaijan and create legal guarantees for their fundamental solution.<\/span><\/li>\n<\/ul>\n
    <\/p>\n
    \n
    If the Constitutional Court decides that the agreement contradicts the Armenian Constitution—although this is unlikely— we will face a situation in which constitutional changes will be necessary to achieve peace.<\/span><\/li>\n<\/ul>\n<\/body><\/html>\n","protected":false},"excerpt":{"rendered":"
