Artsakh President Arayik Harutyunyan made a statement in the
run-up to the meeting between the Armenian, Russian and Azerbaijani foreign
ministers, scheduled for July 25, 2023, in Moscow. The meeting is aimed at the
normalization of relations between Armenia and Azerbaijan.
With the mandate given to me by my people, I demand that the
parties of the statement of November 9, 2020, take practical measures to
immediately restore the legal regime of the Lachin corridor and to ensure the
security of the people of Artsakh, at least under the obligations assumed by
the tripartite statement. Only after fulfilling these conditions necessary for
the basic needs of our people, will it be possible to refer to the rest of the
aspects of the conflict and to discuss the ways of its resolution in a somewhat
favorable environment,” Arayik Harutyunyan wrote.
He noted that if this deplorable situation is not
immediately handled by the parties to the tripartite statement in the first
place, it will be them on whom the major responsibility for the impending
disaster will fall.
“Prevent the impending ethnic cleansing,” the president of
the Republic of Artsakh said.
Since July 18, public transport services were suspended in
the capital of the Republic of Artsakh, Stepanakert, on account of the dire
fuel shortage, caused by the blockade of Artsakh by Azerbaijan. However,
inter-district routes continued to run.
The Ministry of Territorial Administration and
Infrastructure of Artsakh reports that the limited fuel supplies have run out.
Thus, public transport services will be totally suspended in the republic since
July 25.
