Having raised the issue of refugees and keeping it on the
agenda for many years, today Azerbaijan seems to be settling the issue of their
“return” and resettlement. However, we have no counterargument against
Azerbaijan’s groundless demands. The issue of refugees from Sumgait and Baku
was never put on the agenda for 35 years. The issue of more than half a million
Armenian refugees was always of secondary importance. Some of them have not
even been given documents recognizing their status as refugees. There are no
clear statistics on the matter. As for the government policies of recent years,
they seem to have pushed the issue out of the negotiating table and frozen them
out of social programs. The refugees are already raising the alarm today.
