Negotiations in Istanbul without preconditions: What has Putin proposed?
Moscow has offered Kyiv to resume direct negotiations in Istanbul on May 15 without preconditions, following the suspension of talks in 2022. This announcement was made by Russian President Vladimir Putin during a press conference.
“Russia’s initiatives for a ceasefire in Ukraine have repeatedly been sabotaged by Kyiv. The Ukrainian authorities did not even respond to Russia’s ceasefire proposal on the 80th anniversary of Victory Day. On the contrary, after that proposal, Kyiv launched large-scale offensives,” Putin said.
“The war continues, but we are offering negotiations. Russia’s proposal is on the table; the decision rests with Kyiv and those directing it,” Putin concluded.
