James O’Brien: If there are border changes, the agreed border should be used

Azerbaijan and Armenia have agreed on the border delimitation process, U.S. Assistant Secretary of State for European and Eurasian Affairs James O’Brien said at Senate hearings.

“Both sides have agreed on the delimitation process. They have agreed on where the borders should be. There are some areas that both sides still control. But it is likely that they will draw back due to the agreed borders, and the high mountain regions are of particular interest in this regard. But I would like to emphasize again that this is a process on which both sides are working.

We have made it rather clear that if there are border changes, the agreed border should be used unless the two sides have come to an agreement. Negotiations are underway on a peace treaty,” O’Brien said.
