Two people were injured: Investigative Committee give details about Rapi lake incident
The investigators of the Aparan Investigative Department of the Aragatsotn Province Investigative Department of the RA Investigative Committee have carried out the necessary investigative and evidentiary actions regarding the circumstances mentioned in the report received regarding the allowing of anti-social actions by a group of people during and after the concert held on Aug. 29 in the area of Rapi lake in order to find out the authenticity and give a legal assessment to the actions of the participants.
The Investigative Committee reports that on Aug. 29, 2024, alarms were received that there was an argument between the participants of the concert organized in the area called Rapi lake in Aragatsotn Province and unknown persons there, a group of persons committed hooliganism and the latter are waiting for the concert participants on the road to Geghadzor village in order to retaliate against them, and also beat people, hit the musician’s car with stones, as a result of which the latter received injuries. Individual participants of the concert also alerted the police about it.
On the basis of them and the submitted reports, criminal proceedings were initiated in the Aparan investigative department of the Aragatsotn Province Investigation Department of the RA Investigative Committee under Article 297, Part 1 and Article 195, Part 2, Clause 5 of the RA Criminal Code.
Taking into account the number and nature of the alerts, as well as bearing in mind that due to them, it is necessary to carry out large-scale investigative and administrative operations, an investigative group was created, which immediately began to carry out a preliminary investigation.
The investigators examined the place of the incident, during which no objects of interest to the investigation, as well as no video recording devices were found; the police were instructed to take operative-investigative measures aimed at clarifying the circumstances of the incident; forensic medical and forensic examinations were appointed; a number of persons were interrogated, that including most of the people who reported the incident. The latter testified that they raised the alarm on the basis of the information they heard from other people; no one was hurt, and there were, in fact, no injured persons.
The musician reported that he, as well as anyone in their car, was not physically injured and refused to undergo a forensic examination.
According to the preliminary investigation, two persons were injured, one of whom was injured in the form of a scratch on his right arm and right calf-paw joint, but he could not clearly state the circumstances under which he was injured, and the other refused to appear before the body conducting the proceedings, stating during the telephone conversation that he did not receive any serious injuries. The latter was properly notified to appear for questioning, but he did not appear, which is why a decision was made to forcibly summon him.
